Li Guoying, minister of Water Resources of China, led a delegation to attend the opening ceremony of the 19th World Water Congress and delivered a speech.

The 19th World Water Congress, themed "Water in a Changing World: Innovation and Adaptation", opened in Marrakesh, Morocco on December 1st local time. Li Guoying, Secretary of the Party Leadership Group and Minister of Water Resources of China, led a Chinese water resources delegation to attend the opening ceremony and delivered a speech.

Li Guoying pointed out that China's basic water situation has always been characterized by abundant water in summer and scarcity in winter, and a shortage in the north and abundance in the south. The distribution of water resources in time and space is extremely uneven, and the contradiction between water supply and demand structure is particularly prominent.

Li Guoying emphasized that in today's world, global climate change, especially the increase in extreme weather events, poses a severe challenge to water security, which requires the joint efforts of all humanity to address. The Fourth Plenary Session of the 20th Central Committee of the Communist Party of China has reviewed and approved the suggestions for China's national economic and social development plan for the next five years. The Ministry of Water Resources of China will focus on promoting high-quality development in the water sector, implementing a series of major measures in water construction, management, and reform as proposed in the suggestions, and providing strong water security guarantees for advancing Chinese-style modernization. The Ministry of Water Resources of China is willing to, under the guidance of the Global Development Initiative, the Global Security Initiative, the Global Civilization Initiative, and the Global Governance Initiative, work in concert with all parties to promote innovation in water governance concepts, systems, policies, technologies, and methods, and jointly write a new chapter in water governance for building a community with a shared future for mankind.

The World Water Congress is one of the academic conferences with the widest range of participants, the greatest influence and the highest professional level in the international water resources field. It is an important international exchange platform for sharing knowledge on the world water agenda, water policies and water science. More than 2,000 representatives from over 80 countries and regions and more than 10 international organizations attended this congress.
